Welcome to the Ying-Yu Hobbs SSA Misconduct Site
This site is for reference by SSA staff, Area Director, and SSA Congressional Unit. The key elements are as follows:
* The matter discussed on this site includes likely illegal conduct by an SSA Mountain View, CA staff member. Misconduct by the Field Office Manager of that office, Ying-Yu Hobbs, is alleged as well. Review at the SSA Area Director level is therefore requested.
* The Area Director review has been requested repeatedly in formal printed letters delivered physically to Social Security. In months, no response, either positive or negative, has been received. The absense of response may be a violation of Social Security policies and procedures.
* I filed a Form 561 months ago. I was told that I was entitled to request a conference call to justify my allegations on the form. I formally requested the call. It appears that a print letter which was snail-mailed to me in December 2025 has denied me the call. I don't have the letter yet, but SSA staff who read this have access to an online copy.
* The story is colorful in places. Ms. Hobbs has threatened this writer with litigation and “law enforcement”. This writer's response to that was to include the threats by Ms. Hobbs in the requests for Area Director review. It'll all be part of a related public book that is in progress.
SSA District Managers are invited to comment. However, this does seem to be a matter for the SSA Area Director and/or Congressional Unit levels.

Introduction
In 2025, Ying-Yu Hobbs was Office Manager of the Mountain View, California Social Security Field Office. Note: The supervisor for the office in question was Andrea Galina.
As of October 2025, I'd spent nearly the entire year attempting to interact with Ms. Hobbs as politely and as productively as possible.
At every step of the way, I acknowledged to Social Security staff the overload that they must be exeriencing. I demonstrated respect both for individuals and for processes. The end result was that, as of January 2026, more than 13 months after the start in early December 2024, the key issues involved in restarting my Social Security payments had not been settled.
I'm a detailed engineer. If it's taken me 13 months to accomplish as little as has been accomplished, I can't imagine what it's like for people who aren't as assertive.
Ms. Hobbs, for her part, spoke with me once by phone, gave me her phone extension, and promised to speak with me again. She broke the latter promise and, on October 10, 2025 escalated the matter without cause in writing that threatened litigation and “law enforcement” actions against me.
The context is that one of Ms. Hobbs' staff members phoned me out of the blue in Spring 2025 to berate me about something that had not happened and to threaten to harm my Social Security payments.
Note: The staff member identified himself as “Joe”. This was, in fact, a staff member, calling about a specific situation, and not a phisher.
The staff member is believed to have carried out the threat. I've been seeking ever since to discuss the matter with Ms. Hobbs.
They say that no good deed goes unpunished. I've spent a year on trying to be civil to this civil servant and it was pointless. Yingyu Hobbs is anything but civil herself.
I'll be filing complaints at different levels and ultimately, polite and responsible SSA agents have explained to me, I'll probably need to go to a department named Congressional Unit.

That document is a polite one-page request letter, dated September 30, 2025, which was delivered to Ying-Yu Hobbs on October 09, 2025.
Ying-Yu's response to the letter was to make the false statements and to issue the threats shown in document #4 below.

That document is proof of service of a delivery by process server to Ying-Yu Hobbs of a polite one-page request letter. The request letter itself is document #1 above.
Ms. Hobbs was served, to use the legal term loosely as there is no litigation yet, on October 09, 2025 at the Fremont street address indicated in the proof of service. The proof of service was signed on the next day, October 10, 2025.
Ying-Yu's response to the letter was to make the false statements and to issue the threats shown in document #4 below.

That document is a formal filing. It was submitted to Social Security. on October 10, 2025. It includes a request for Area Director to suggest to Ying-Yu Hobbs that she has an obligation to speak with me regarding the threat that a staff member had made.

That document is a formal filing. It was submitted to Social Security on November 24, 2025. At the time, I believed that the financial part of the current matter had been addressed. The document is primarily a thank-you to Western Region Service Center.
It turned out, in January 2026, the the financial part had not been settled. A filing that requested further review was made subsequently. That filing is posted below in a few minutes.
