Welcome to the Ying-Yu Hobbs Misconduct Site

In 2025, Ying-Yu Hobbs was Office Manager of the Mountain View, Cal­i­for­nia Social Security Field Office. Note: The supervisor for the office in ques­tion was Andrea Galina.

As of October 2025, I'd spent nearly the entire year attempting to interact with Ms. Hobbs as polite­ly and as productively as pos­si­ble.

Ms. Hobbs, for her part, spoke with me once by phone, gave me her phone extension, and promised to speak with me again. She broke the latter promise and, on October 10, 2025 escalated the matter with­out cause in wri­ting that threatened lit­i­ga­tion and “law enforcement” actions against me.

The context is that one of Ms. Hobbs' staff members, who identified himself as “Joe” phoned me out of the blue in Spring 2025 to berate me and to threaten to sabotage my Social Security pay­ments.

The staff member is be­lieved to have carried out the threat. I've been seeking ever since to dis­cuss the matter with Ms. Hobbs.

They say that no good deed goes unpunished. I've spent a year on trying to be civil to this civil servant and it was pointless. Yingyu Hobbs is any­thing but civil herself.

I'll be filing complaints at dif­fer­ent levels and ulti­mate­ly, polite agents have ex­plain­ed to me, I'll probably need to go to a department named Congressional Unit.

That docu­ment is a draft of a new filing that is ex­pect­ed to be submitted to Social Security either today or tomor­row. It includes a request for an investigation plus copies of documents #2 and #5 be­low.

That docu­ment includes false statements and threats that Ying-Yu Hobbs sent me by email on Friday, October 10, 2025. It includes my initial re­sponse to Ms. Hobbs as well.

That docu­ment was submitted to an S.F. Bay Area Social Security office on Friday, October 10, 2025. It's a request for Area Director to sug­gest to Ying-Yu Hobbs that she had an obligation to speak with me regarding the threat that a staff member had made.

That docu­ment is proof of ser­vice of a delivery by pro­cess server to Ying-Yu Hobbs of a polite one-page request let­ter. The request let­ter it­self is docu­ment #5 be­low.

Ms. Hobbs was served, to use the legal term loosely as there is no lit­i­ga­tion yet, on October 09, 2025 at the Fremont street address indicated in the proof of ser­vice. The proof of ser­vice was sign­ed on the next day, October 10, 2025.

Ying-Yu's re­sponse to the let­ter was to make the false statements and to issue the threats shown in docu­ment #2 above.

That docu­ment is a polite one-page request let­ter, dated September 30, 2025, which was delivered to Ying-Yu Hobbs on October 09, 2025.

Ying-Yu's re­sponse to the let­ter was to make the false statements and to issue the threats shown in docu­ment #2 above.

The Old Coder's education in­clud­ed a double major at U.C. Berkeley. High Honors in Math and Honors in Computer Science.

The Old Coder is autistic or, more precisely, has a parallel condition that confers a savant skill. It's innate and not earned. It's use­ful in these situations, regard­less.

* Yingyu Hobbs aka Ying-Yu Hobbs is age 45, DOB Dec. 1979. Married. We'll spell her first name both ways so as increase coverage by search engines.

Education was at San Jose State University. Major and performance are not yet established.

Yingyu seems to have start­ed as a rent-a-car per­son and an insurance claim adjustor and to have work­ed her up through the Social Security hierarchy over the past 15 to 20 years. To do the last part took patience and effort. She probably doesn't want to leave Social Security despite the national situation.

Ms. Hobbs' annual salary at Social Security seems to be about $125,000. The pos­si­ble error is 5% in either direction.

The Old Coder isn't pre­sent­ly earning any income and so he is unable to list the corresponding fig­ure for himself.

Personal and professional as­soc­i­ates might be willing and able to com­ment for the book on Ying-Yu Hobbs' tenacity and work ethic.

Technical note: It's fundamental that consensual discussions with as­soc­i­ates can't be barred by RO. Litigants often try for it, though. Attorneys encourage the attempts so as to drive up legal fees. The fees end up being in the $150,000 to $250,000 range and the litigants get nothing for that.

Literally nothing. I've never sign­ed a Court settlement in a case against me. There was a non-Court agree­ment in 2013 but I was forced to tear that up.

The system and how to use it will be dis­cus­sed in the book. Suggestions for titles are wel­come.

One pos­si­ble title is the “Eat the Rich Recipe Book”. Another is “Steal This Legal System”. But nobody under age 65 is like­ly to re­mem­ber Abbie Hoffman and get the joke for that one.
